Every person conducting, managing or operating any transient fair, carnival, ferris
wheel, scenic railway, merry-go-round, swing, chute-the-chute, open-air amusement
device, traveling theatrical show, or other similar exhibition and amusement shall
first obtain a permit from the City Council.
